Head of Service, Children in Care

Salary £65831 £75240 per annum plus up to £6500 relocation package and access to excellent employee benefits.

An exciting opportunity has arisen for a Head of Service to lead and provide strategic direction for our Fostering, Children in Care, Care Leavers and Contact Centre Teams.  You will work in partnership with the Heads of Service group to ensure there is a whole system approach to safeguarding children and improve their outcomes.

You will have strategic and overall responsibility for ensuring that assessments and plans for children in care and care leavers are timely, appropriate to their needs and deliver improved outcomes and to secure permanence so they experience good quality family life.  You will support the Trust in providing a quality, cost effective Looked After, Care Leavers and Fostering service which achieves the strategic aims of the Trust and the broader partnership and meets the needs of children in Sandwell.


What You Will Do

  1. To be an advisor to the Trust Board and Executive Management Teamon all matters relating to operational practice, within the area of responsibility including the preparation and presentation of reports.

  2. To promote and maintain the highest levels of management through the introduction of performance management which ensures accountability and responsibility are pushed down the organisation to encourage commitment and enhance job satisfaction.

  3. To actively participate in corporate working groups bringing individual expertise and a commitment to work with other services to achieve targets set within the Trusts performance plan or set by the TrustsExecutive.

  4. To manage the budgets allocated to the post in accordance with the Trust’s agreed priorities, financial regulations and accounting instructions.

  5. To act as an exemplar of the Trust’s Values.

  6. To work closely with the Director in establishing, agreeing, and monitoring operational targets for service delivery and management performance for the Trust and the employees for whom the post holder is responsible.

  7. Undertake employee relations/ supervisory responsibilities as set out in the Trust’s HR Policy documentation.

  8. To be responsible for the delivery of services within a best value regime which demonstrates continuous improvement and excellence of service.

  9. To develop service policies which actively communicate and consultclients, and employees.

  10. To be responsible for the efficient utilisation of staffing resources within the Trust, to include the implementation of the Trust’s policies and procedures relating to employment and relevant legislation.

  11. To ensure financial control of all sections of the Trust under the control of the postholder.

  12. To support the Director of Resources in representing the Trust on external bodies, agencies, and other working groups.

  13. To maintain reasonable outside professional and institutional contacts so that the Trust may benefit from exchange of knowledge / experience and to facilitate bench marking of services.

  14. To actively monitor and promote Health and Safety across the area of responsibility.

  15. To undertake such other duties as may be appropriate to achieve the objectives of the post or to assist the Trust in the fulfilment of itsobjectives commensurate with the postholder’s salary, grade, abilities, and aptitudes.

  16. Be a qualified Social Worker with significant experience of providing effective leadership and management direction within a children & families service with the ability to motivate and develop individuals and groups of employees.

  17. You will have senior management and be experienced at initiating, developing, implementing and evaluating major policy initiatives and Organisational change programmes, demonstrating the capacity to think strategically and develop innovative and practical responses to a range of management and of translating organisational vision into solid, measurable achievement.

  18. You will be a dynamic leader with a proven track record of leading a service processing the ability to engage, negotiate and influence a wide range of audiences building positive relationships with key stakeholders.

  19. Have Experience of managing and understanding financial issues related to local authorities and have a commercial minded and able to make the most cost-effective decisions for the service.
